CITY OF FAIRBURY, NEBRASKA

COUNCIL AGENDA              

 

TUESDAY, JUNE 16, 2009, 7:30 p.m.

 

All agenda items are for discussion and action will be taken as deemed appropriate.  The City Council reserves the right to go into executive session in accordance with Section 84-1410.

 


 

A.     CALL TO ORDER

1.      Pursuant to Section 84-1412(8) of the Nebraska Open Meetings Act a current copy of the Open Meetings Act is posted in the entry of this meeting room and is available for viewing by the public.

2.      Roll Call

 

B.    SUBMITTAL OF REQUESTS FOR FUTURE ITEMS

Individuals who have appropriate items for City Council consideration should complete the Request for Future Agenda Items form located near the entrance of the meeting room.  If the issue can be handled administratively without Council action, notification will be provided.  If the item is scheduled for a committee or Council meeting, notification of the date will be given.

 

C.    CONSENT AGENDA

1.      Approval of the minutes of the regular meeting of June 2, 2009.

2.      Approval of claims.

3.      Approval of the May 2009 Reconciliation Report.

4.      Approval of the re-appointment of Wayne Buehler to the Board of Adjustment. 

        Term to expire May 2012.

5.      Approval of the re-appointment of Kristin Vaughn to the Library Board.

Term to expire July 2013.

 

D.    PUBLIC HEARINGS

1.      Public Hearing concerning Resolution of Necessity for the creation of City of Fairbury storm sewer improvements consisting of Storm Sewer Improvement 11th and F Streets (Bid Section 1); and Storm Sewer Improvement 10th and G Streets (Bid Section 2) for the construction of certain storm drainage improvements.

 

E.     CURRENT BUSINESS

1.      Presentation by Tim Keelan to review and accept the Housing Study by Hanna-  

     Keelan.

2.      Consideration of recommendation from the Personnel Committee regarding the City offering AFLAC as a voluntary benefit.

3.      Consideration of IBEW Local Union 1536 Collective Bargaining Agreement.

4.      Approval and awarding of demolition bids for 314 West 3rd Street, legally described as: Lot 4 Smith’s Subdivision to Fairbury, Jefferson County, Nebraska.

5.      Consideration of a request from Blue Valley Community Action for permission to use the west side of the square on Thursday afternoons starting June 25, 2009 beginning at 5:30 p.m. for the Farmer’s Market and use a portion of the City Park (in front of the old playground/train engine near the 5th Street entrance) for a Saturday morning Farmer’s Market beginning June 27, 2009 at 9:00 a.m.

6.   Information on Thermal Imager for local emergency services.

 

 

F.     RESOLUTIONS AND ORDINANCES

1.      Resolution No. 728 finding the results of the Public Hearing and finding the City has taken required steps as to the proposed resolution of necessity.

2.      Resolution No. 725 ~ Resolution of Necessity for the creation of City of Fairbury storm sewer improvements consisting of Storm Sewer Improvement 11th and F Streets

            (Bid Section 1); and Storm Sewer Improvement 10th and G Streets (Bid Section 2) for

the construction of certain storm drainage improvements.

3.      Ordinance No. 2983: AN ORDINANCE AUTHORIZING THE ISSUANCE AND SALE OF BOND ANTICIPATION NOTES, SERIES 2009B, OF THE CITY OF FAIRBURY, NEBRASKA, OF THE PRINCIPAL AMOUNT OF THREE HUNDRED FIVE THOUSAND DOLLARS ($305,000) FOR THE PURPOSE OF PROVIDING INTERIM FINANCING FOR A PORTION OF THE COSTS OF CONSTRUCTING IMPROVEMENTS IN STORM SEWER IMPROVEMENT 11TH AND F STREETS (BID SECTION 1); AND, STORM SEWER IMPROVEMENT 10TH AND G STREETS (BID SECTION 2) OF THE CITY OF FAIRBURY, PENDING THE ISSUANCE OF PERMANENT GENERAL OBLIGATION SEWER BONDS; PRESCRIBING THE FORM OF SAID NOTES; AGREEING TO ISSUE GENERAL OBLIGATION SEWER BONDS TO PAY THE NOTES AT MATURITY OR TO PAY THE NOTES FROM OTHER AVAILABLE FUNDS; AND, ENTERING INTO A CONTRACT ON BEHALF OF THE CITY WITH THE HOLDERS OF SAID NOTES.
