CITY OF FAIRBURY, NEBRASKA

COUNCIL AGENDA              

 

TUESDAY, JULY 21, 2009, 7:30 p.m.

 

All agenda items are for discussion and action will be taken as deemed appropriate.  The City Council reserves the right to go into executive session in accordance with Section 84-1410.

 


 

A.     CALL TO ORDER

1.      Pursuant to Section 84-1412(8) of the Nebraska Open Meetings Act a current copy of the Open Meetings Act is posted in the entry of this meeting room and is available for viewing by the public.

2.      Roll Call

 

B.    SUBMITTAL OF REQUESTS FOR FUTURE ITEMS

Individuals who have appropriate items for City Council consideration should complete the Request for Future Agenda Items form located near the entrance of the meeting room.  If the issue can be handled administratively without Council action, notification will be provided.  If the item is scheduled for a committee or Council meeting, notification of the date will be given.

 

C.    CONSENT AGENDA

1.      Approval of the minutes of the regular meeting of July 7, 2009.

2.      Approval of claims.

3.      Approval of the June 2009 Reconciliation Report.

4.      Approval of the appointment of Carol Steele to the Board of Adjustment as an Alternate.  Term to expire May 2012.

5.      Approval of the appointment of Bill Runge to the Planning Commission.  Term to expire Sept. 2010.

6.      Approval of the resignation of Beryl Lueders from the Fairbury Housing Authority Board.

 

D.    PUBLIC HEARINGS

1.      Public Hearing concerning an application to the Nebraska Department of Economic Development (NDED) for an Affordable Housing Program (AHP) Grant.

2.      Set Public Hearing concerning the semi-annual review of the Local Option Sales Tax for Economic Development (LB840) Program.

3.      Set Public Hearing concerning a request for Special Use Permit (SU-2009-04) from Jamalynn Barnett for a home occupation (bait shop) at the residence located at

816 K Street.

   4.  Set Public Hearing regarding amending the City of Fairbury Zoning Regulations to

        provide for locating child care homes and child care centers in residential

        and commercial zoning districts in the City of Fairbury.

   

E.     CURRENT BUSINESS

1.      Consideration of recommendation from the Health Insurance Committee and the Finance Committee implementing changes to the health insurance plan beginning August 1, 2009.

2.   Consideration of recommendations from the Economic Development Review Committee

     (LB-840) for "Main Street Consulting" project and set a public hearing.

3.   Consideration of recommendations from the CDBG-Economic Development Loan Fund (EDLF) Reuse Committee for "Main Street Consulting" project and set a public hearing.

4.   Consideration of recommendations from the Economic Development Review Committee

(LB-840) for “TLC Creations” project and set a public hearing.

5.   Consideration of the Airport Authority’s Tax Request for Fiscal Year 2009-2010.

6.   Consideration of request from Relay for Life American Cancer Society to use the Fairbury Swimming Pool June 18, 2010 from 8:00 p.m. to 10.00 p.m.

 

F.     RESOLUTIONS AND ORDINANCES

  1.   Resolution No. 730 authorizing Mayor Ward to sign all documents necessary for the

        Nebraska Affordable Housing Program (NAHP) Funds.

   2.  Resolution No. 731 authorizing the City of Fairbury to be an incorporator and member

       of the Little Blue Economic Development Corporation; approving drafting of articles of

       incorporation and bylaws; approving Tim Polson (Chairman), Justin Goranson

       (Treasurer), Teresa Hansmire (Secretary), Paul Dunekacke, and Bradley Kuzelka

       board members as initial directors for Little Blue Economic Development Corporation;

       and approve funding.
