CITY OF FAIRBURY, NEBRASKA

COUNCIL AGENDA              

TUESDAY, SEPTEMBER 15, 2009, 7:30 p.m.

All agenda items are for discussion and action will be taken as deemed appropriate.  The City Council reserves the right to go into executive session in accordance with Section 84-1410.

A.     CALL TO ORDER

1.      Pursuant to Section 84-1412(8) of the Nebraska Open Meetings Act a current copy of the Open Meetings Act is posted in the entry of this meeting room and is available for viewing by the public.

B.    SUBMITTAL OF REQUESTS FOR FUTURE ITEMS

Individuals who have appropriate items for City Council consideration should complete the Request for Future Agenda Items form located near the entrance of the meeting room.  If the issue can be handled administratively without Council action, notification will be provided.  If the item is scheduled for a committee or Council meeting, notification of the date will be given.

C.    CONSENT AGENDA

1.      Approval of the minutes of the regular meeting of September 1, 2009.

2.      Approval of claims.

3.      Approval of the August 2009 Reconciliation Report.

4.      Approval of the appointment of Diann Pape to the Fairbury Housing Authority; term to expire May 2013.

5.      Approval of the reappointment of Bob Stepp to the Planning Commission; term to expire September 2012.

D.    PUBLIC HEARINGS

1.      Budget Hearing and Budget Summary for the 2009-2010 Fiscal Year.

2.      Public Hearing concerning the setting of the final tax request for the 2009-2010

Fiscal Year at $503,952.00 for the General Fund and $250,000.00 for the Bond Fund. 

E.     CURRENT BUSINESS

1.      Consideration of the approval of the 2009-2010 Fiscal Year Budget.

2.      Presentation by Blobaum & Busboom P.C. of the City of Fairbury Enterprise Funds Financial Statements and Schedules.

3.      Consideration of transferring $40,000.00 from the Keno Fund to the General Fund as well as transferring the same $40,000.00 from the General Fund to the Swimming Pool Fund.

4.      Consideration of authorizing Mayor Ward to sign the final project reports for

CDBG #07-PP-020 ~ Fairbury Housing Market Study.

   5.   Discuss application process for demolition for the Neighborhood Stabilization

   Program.           

F.     RESOLUTIONS AND ORDINANCES

1.      Resolution No. 740 setting the 2009-2010 property tax request at $503,952.00 for the

General Fund and $250,000.00 for the Bond Fund.

2.      Resolution No. 741 designating depositories of the City of Fairbury and approving the

pledge of assets as security from said banks.

3.      Resolution No. 742 authorizing the Mayor and/or City Administrator to release liens

levied for nuisance abatement when paid.

4.      Resolution No. 743 notifying the Jefferson County Treasurer to take all action required

to collect on delinquent assessments and amounts for Street Improvement District No. 2004-2.
