Chairperson Trimm made the statement regarding the Open Meetings Act as required by statute.
1. Chairperson Trimm called the meeting to order at 7:00 p.m. and asked for roll call. Other members present were: Davis, Lueders and Kuzelka.
2. Next, was the motion to convene. Member Davis made the motion to convene. Member Kuzelka seconded the motion. By roll call, the vote was: 4 - "yes" (Davis, Kuzelka, Trimm and Lueders) / 0 - "no". The motion passed.
3. Next, was the motion to approve the minutes of December 16, 2008. Member Lueders made the motion to approve the minutes. Member Kuzelka seconded the motion. By roll call, the vote was: 4 - "yes" (Trimm, Davis, Kuzelka and Lueders) / 0 - "no". The motion passed.
4. Next was the Discussion and recommendation regarding a request from First Student / Karen Junker to place a “No Parking Here to Corner” sign on the West side of B Street in front of the Step Ahead School located at 1301 B Street. Member Lueders made the motion to discuss. Member Kuzelka seconded the motion. By roll call, the vote was: 4 - "yes" (Trimm, Davis, Kuzelka and Lueders) / 0 - "no". The motion passed.
Member Kuzelka noted that it does not appear that the sign will affect any parking. Member Davis questioned if we needed a “Bus loading and unloading” sign instead because if they use a no parking sign and the Bus parks there they are in violation. Karen Junker spoke on behalf of First Student stating that the busses do not need the whole block just an area to load and unload. She noted that the school contacted her regarding problems they are having with others parking in front of the school when the busses and parents are loading and unloading students. She requested that we put up a bus loading zone sign to resolve the problem. Member Davis prefers that type of sign rather than a “No Parking” sign because he feels that if it is a “No Parking” sign the residents that are not allowed to park there will then call to complain every time the bus or a parent parks to unload a kid. Member Lueders notes that the sign could even designate the loading / unloading times. Member Trimm agrees with member Davis. Member Lueders questions if the sign wording needs to be changed in the agenda prior to making a motion. Bedlan states that they can make a motion to recommend the City install a sign with whatever wording they choose. She also mentions that Hynek suggested the “No Parking here to corner” sign to provide enough room to accommodate all the buses. Member Kuzelka questioned how many buses park at the school at one time. To which Junker responded 4 buses within a 5 -10 minute period. Member Davis suggested the City install two signs, No Parking Here to Corner and Bus loading and unloading, one underneath the other. Member Trimm ask for a motion to that effect. Member Davis made the motion to install two signs “No Parking Here to Corner” and “Bus loading and unloading” one underneath the other. Member Lueders seconded the motion. By roll call, the vote was: 4 - "yes" (Trimm, Davis, Kuzelka and Lueders) / 0 - "no". The motion passed.
5. There were no public comments on non-agenda items.
6. With no further discussion, member Davis made the motion to adjourn the meeting. Member Kuzelka seconded the motion. By roll call, the vote was: 4 - "yes" (Trimm, Davis, Kuzelka and Lueders) / 0 - "no". The motion passed. Chairperson Trimm declared the meeting adjourned.
