Dog License, Multi-Dog Household Permit & Commercial Breeding Kennel Permit
DOG LICENSE (§ 94.45):
A Dog License is required of any person who owns, keeps, or harbors a dog over the age of 6 months within the municipality within 30 days after acquisition of the dog.
The application requires the Owner's Name, Address, Name of Dog, Breed, Color, and Sex of each dog owned and kept by the owner. A certificate that the dog has had a rabies shot is also required and needs to be presented when the license is applied for.
Applications can be printed from the website by clicking on the Online Forms Button on the home page, (click here) or picked up at the City Clerk Office. Licenses are issued by the the City of Fairbury.
MULTI-DOG HOUSEHOLD PERMITS (§ 94.46):
A Multi-dog Household Permit is required for any person that has or maintains a household with more than three dogs without first having obtained a multi-dog pemit from the Code Enforcement Officer . Only one multi-dog household permit will be issued per premise and a permit will not be granted if the permit holder possesses a current commercial breeding kennel permit on the same premises. The application requires:
- Proof of current licenses and rabies vaccination for each dog to be owned, kept or harbored on the premises.
- A drawing/plan showing the location & dimensions of the premises, dog runs or pens, and distances to neighboring properties. Drawings or plans must be drawn to scale.
- Permit Fee: $50.00 in addition to the licensing fee for each dog as required by the municipal code.
Upon finding by the Code Enforcement Officer that the premises are in compliance with the terms of the permit and the law, said permit will be issued.

COMMERCIAL BREEDING KENNEL PERMIT (§ 94.47)
A Commercial Breeding Kennel Permit is required of any person wanting to operate a commercial breeding kennel. The application requires:
- Proof of current licenses, rabies vaccination, and registration with a nationally recognized registration organization for each dog to be kept or harbored on the premises
- A drawing or plan showing the location and dimensions of the premises, dog runs or pens, and distances to neighboring properties
- Only one permit per premises will be issued (a permit will not be issued if the permit holder possesses a current multi-dog household on the same premises)
- Permit Fee: $100 in addition to required licensing fees for each dog as required in the municipal code.
Upon finding by the Code Enforcement Officer that the premises are in compliance with the terms of the permit and the law, said permit will be issued.

MULTI-DOG HOUSEHOLD AND COMMERCIAL BREEDING KENNELPERMIT; TERMS AND REQUIREMENTS (§ 94.48)
For purposes of this article, the following terms and requirements apply:
- A permit is not transferable to another person or premises.
- Permits expire December 31 of each year for which issued. All permits will be reviewed by January 1 of the following year.
- A permit holder shall notify the City's Code Enforcement Officer of any changes in ownership or death of dogs, property, or any other changes which may affect the status of said permit and shall keep the Code Enforcement Officer apprised of any change in name or location of the permit holder's kennel.
- Multi-Dog Permit: All dogs owned, harbored or kept on the premises shall be spayed and neutered. There shall be no breeding of dogs under this permit. The commercial breeding kennel permit holders shall limit dog reproduction to no more than one (1) litter per license year per female dog.
- The minimum lot size shall be one acre for any premises in which a multi-dog household or a commercial breeding kennel is to be located. The permit holder shall be allowed to maintain a multi-dog household or commercial breeding kennel permit until such premises is completely or partially sold or a change of ownership occurs, or termination of the permit.
- It shall be unlawful to have indoor or outdoor housing facilities, pens, enclosures, or shelter closer than 75 feet to a neighboring residence and closer than ten feet to a neighboring property line.
